"Against all" returns to the municipal elections. A corresponding decree was signed today by Russian President Vladimir Putin.
The law was passed by the Parliament on May 23 and approved by the Federation Council on May 28.
The return of "against all" was championed by a group of lawmakers headed by Valentina Matviyenko. Initially it was expected to return to all elections except for the presidential ones.
