Turkish imams to participate in solving social problems?

The Turkish Religious Affairs Department has suggested that imams should tackle various problems(social problems and problems of infrastructure as well as religious issues) in their districts. The project has already been launched in the Tekirdag, Karabuk, Amasya and Elazig provinces.
The project stipulates that imams will visit private houses, cafes, shops etc, and organize discussions and conferences in accordance with local inhabitants' needs, Cumhuriyyet reports.
Imams are also to monitor the education system. In rural communities they will also work in the sphere of public health administration.
Such measures may be aimed at heightening  the significance of religious institutions in Turkey. It should be noticed that Turkey became a secular state in 1923 and such measures are  unprecedented.
