Kazakh president optimizes government

Kazakh President Nursultan Nazarbayev said at a governmental session in Astana on August 6 that the government will have a new structure: 12 ministries and about 30 committees. It currently consists of 17 ministries, 9 agencies, 54 committees and 272 departments.

The Ministry for the Economy and Budget Planning was transformed into the Ministry for National Economy headed by Yerbolat Dosayev (minister for the economy and budget planning). The Ministry for Investments and Development will be the delegated authority of the ministries for industry and new technologies, transportation and communications, agency for communication and information and the national space agency. It will be headed by Aset Isekeshev. The new ministry will also work on energy efficiency and geology. Minister for Transport and Communications Zhenis Kasymbek will be Isakeshev’s deputy together with the head of the Agency for Communication and Information Askar Zhumagaliyev.

Vladimir Shkolnik, the head of the Kazatomprom national atomic company, will head the Energy Ministry. The ministry will focus on oil and gas, industry and new technologies, environment and water resources. Ex-Minister for Oil and Gas Uzakbay Karabalin became Shkolnik’s deputy. Ex-Minister for Environment and Water Resources Nurlan Kapparov was offered to head Kazatomprom.

Kalmukhanbet Kasymov will head the Interior Ministry. The latter has the authority of the Ministry for Emergencies.

Minister for Regional Development Bolat Zhamishev will head the Kazakh Development Bank. The ministries for healthcare, labour and social protection delegated their authority to the Ministry for Healthcare and Social Protection headed by Tamara Duysenova.

The Ministry for Culture, the governmental agencies for sports and physical education have delegated authority to the Ministry for Culture and Sports headed by Arystanbek Muhamediuly, the minister for culture.

The prime minister will have two deputies: Bakytzhan Sagintayev and new deputy Gulshara Abdykalikova specializing in human development. The revived State Agency for State Service and Corruption Control will gain the authority of the Financial Police. Kayrat Kozhamzharov, the presidential aide and secretary of the Security Council, will head the new State Agency.
