These areas have no relation to the first attempts of the Armenian population of Nagorno-Karabakh to gain independence from Azerbaijan.The majority of refugees from the conflict zone are former residents of these seven regions. Because of that, the Madrid Principles provide for the withdraw of Armenian troops from these territories.Russian experts agree that the withdrawal of Armenian troops from the occupied territories and the return of refugees to their native lands have to be the first step towards the peaceful settlement of the Nagorno-Karabakh conflict. The head of the Commission for International Cooperation and Public Diplomacy of the Public Chamber of the Russian Federation, Director of the Institute of Political Studies, Sergei Markov told VK that this is a major issue in the settling of the conflict.The expert stressed that Russia, being interested in finding a solution to the conflict, could contribute to the withdrawal of Armenian troops from the seven occupied regions. Political journalists Maxim Shevchenko, in his turn, drew attention to the fact that without the return of the occupied regions to Azerbaijan it is impossible to resolve the Nagorno-Karabakh conflict.A deputy of the Azerbaijani parliament, Rasim Musabekov stressed that Armenia's position on the seven occupied regions precludes the two sides from finding an agreement on the Nagorno-Karabakh problem.
