Ukrainian President Petr Poroshenko today confirmed the proposal to parliament of bills concerning a peace plan in Donbass, it is reported on the website of the head of state.Poroshenko noted that he suggests allocating three years of special status to certain districts in the regions of Donetsk and Lugansk, "which de facto are decentralized elements with full and unconditional compliance with the sovereignty, territorial integrity and independence of our state, from the guaranteed accessory to the state of all main attributes, including foreign policy, security and legal policy," RIA Novosti news agency quotes.The press service of the president reported that at a meeting with heads of parliamentary factions and groups Poroshenko noted the "special relevance which is gained by questions of the peace plan."The status of Donbass is a stumbling block in negotiations between the militia in Donbass and Kiev. Leaders of the militia declared that they claim all the territory of the Donetsk and Lugansk areas and they will disagree on "special status" only for the part of the territory which is under their control. Rebels also reported that to them their status as a part of Ukraine is uninteresting and independence is necessary.
