Dagestani Leader Ramazan Abdulatipov said at a meeting with journalists that Russian regions needed to balance federal support so that the population would not need to move from one region to another. In his words, the main achievement of the Dagestani authorities was restoring public trust in the government. 60-70% of authorities in the republic were changed.
Changing the public conscience of Dagestanis is the main goal of the republic, according to Abdulatipov. He said that a lot of work had been done to reduce the terrorist threat. The Dagestani leader reminded that Gimri, a village remaining under terrorist control for 10 years, had been freed. A joint agreement between the rural community, the government and the head of the administration of the districts was worked out in three months.
Abdulatipov said that Dagestan had a lot of work to do: only 160,000 tons of oil were extracted, the fishing industry was down, the power industry was making only 9% of income, compared with 40% earlier, only 15% of gas reserves were being used, grape harvesting dropped from 380,000 tons in the Soviet Union to only 75,000 tons today. He noted that Makhachkala Airport had been reconstructed and the economic growth rate achieved a rating of 2-3, industrial growth rate achieved the highest rating.
A special decree for development of the republic is being prepared with the assistance of President Vladimir Putin, Minister for Caucasus Affairs Lev Kuznetsov and Vice Prime Minister Alexander Khloponin. The Dagestani leader added that 10 priority programs for development had been developed and he was given reports about their realization every month.
