The population was disappointed by the social programs: too much was promised and too little done. "There are only two popular programs which the government can count as its achievements. First, there is the universal public health insurance, although it is too early to assess the effectiveness of the program as a whole, and one should recall that Saakashvili and his team promised exactly the same program before the parliamentary elections. Secondly, the agricultural subsidies, of course, village workers like to get at least something for free, but it does not solve the structural problems of Georgian agriculture, such as low productivity and low competitiveness," Nodia said.
