In two years "Georgian Dream" has achieved complete dominance in domestic politics: a majority in parliament, an absolute victory in the municipal elections, the president and prime minister are from the coalition. However, what has the population received? Nodia noted that during these two years Georgia's growth slowed and the amount of foreign investment decreased, the main reason being the lack of consensus in the new power elite. "The government of "Georgian Dream" does not show a single will and clear vision of where it is leading the country. Cabinet decisions are often controversial," the expert said. The population was disappointed by the social programs: too much was promised and too little done. "There are only two popular programs which the government can count as its achievements. First, there is the universal public health insurance, although it is too early to assess the effectiveness of the program as a whole, and one should recall that Saakashvili and his team promised exactly the same program before the parliamentary elections. Secondly, the agricultural subsidies, of course, village workers like to get at least something for free, but it does not solve the structural problems of Georgian agriculture, such as low productivity and low competitiveness," Nodia said.
