CIS leaders gather in Minsk

Minsk is hosting the Council of Heads of CIS Countries today. Russia, Kazakhstan and Belarus will conclude the formation of the Eurasian Economic Union, which will launched on January 1, 2015. Armenia and possibly Kyrgyzstan plan to join it. Sessions of the EurAsEC Interstate Council will be held within the framework of the CIS Council to disband the EurAsEC and the Higher Eurasian Economic Council.

Ukrainian President Petro Poroshenko is skipping the meeting, Ukraine has not named its representative for the summit.

The agenda of the summit includes economic, law-enforcement and humanitarian cooperation, signing of cooperation documents, security-enforcement, prevention of illegal migration and improvement of financial control.

2016 will be declared the CIS Education Year. Voronezh and Kulob will be the cultural capitals. A CIS declaration for the 70th anniversary of the Great Patriotic War will be made. The summit will be concluded with Kazakhstan becoming the CIS chairman.

Russia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan will round up 14 years of the EurAsEC and disband the organization on January 1, 2015, replacing it with the Eurasian Economic Union.

At the session of the Higher Eurasian Economic Council, Armenian President Serzh Sargsyan will sign the treaty to join the Eurasian Union. Attendees of the session will discuss the progress of Kyrgyzstan in joining the Customs Union, adaption of its laws to EaEU norms, the budget and documents of the Eurasian Economic Commission and the EaEU Court.

The Russian President's aide Yuri Ushakov said that special attention will be paid to foreign integration structures, expansion of the Union and formation of a free trade zone with Vietnam. He noted that expert groups on free trade zones were formed for Israel, India and Egypt.

Russia, Kazakhstan and Belarus have agreed that Ukraine’s association with the EU will limit trade relations with the three countries. Realization of the economic part of the association was postponed until December 31, 2015, Ushakov pointed out.
