Russian President Vladimir Putin has added heads of Dagestan, Perm Territory, Volgograd, Moscow, Novosibirsk, Chelyabinsk and Arkhangelsk oblasts, Sevastopol and Khabarovsk territories to the presidium of the State Council, TASS reports.The previous rotation at the State Council took place in April 2014. Heads of Crimea, Trans-Baikal, Chechnya, Adygeya, oblasts of Voronezh, Leningrad, Samara, Magadan and Tyumen joined the Council then.
