Azerbaijan is marking Constitution Day today. The Constitution was adopted after a referendum on November 12, 1995. The first Constitution was adopted at the 1st All-Azerbaijani Congress of Soviets on May 19, 1921, before the formation of the Transcaucasian SFSR and the USSR. The second Constitution was adopted at the 4th All-Azerbaijani Congress of Soviets on March 14, 1925. It was updated on April 21, 1978.
The first Constitution of independent Azerbaijan was created by the Constitutional Commission under the supervision of President Heydar Aliyev. The referendum to adopt the Constitution on November 12, 1995, became Constitution Day.
The Constitution has 5 sections, 12 chapters and 158 articles. Another referendum was held in August 2002, passing amendments to the document. The Constitutional Court of Azerbaijan was formed on July 14, 1998.
