Khloponin presents North Caucasus development strategy to senators

Russian presidential envoy to the North Caucasian Federal District Alexander Khloponin presented his North Caucasus development strategy for 2025 at the Federal Council on Wednesday, RIA Novosti reports.


The Development of the Caucasus for 2025 project will require 600 billion rubles, Khloponin said. 100 billion should be issued by the state, the rest by private investors.


The level of corruption in the region does not exceed the average level in Russia, he said.


Khloponin clarified that corruption in the region is ethic-based. The posts in municipalities are taken based on the national aspect. The posts are distributed among the national elites, according to clans. It is a historical peculiarity, and changing it may result in a civil war, the envoy said. Khloponin noted that they are taking measures to have skills and knowledge become the main factors in distributing the posts.

Commenting on terrorist attacks in the North Caucasian republics, Khloponin said those who take up arms and whose actions result in people's deaths will be killed.


He said that they are establishing a human rights council with social organizations involved.
