South Ossetian Foreign Ministry: Georgia is blocking dialogueDirect dialogue between Georgia and South Ossetia has not started not because of Moscow, but because of Tbilisi, the FM of South Ossetia David Sanakoyev said."We have a format of Geneva discussions, where representatives of South Ossetia and Georgia meet and where security questions are resolved. Within this format we are working on a non-violence treaty between Georgia and South Ossetia. This is the basic document and after it we can start discussing other questions. Russia supports this document but Georgia is blocking it. It is not Russia but Georgia that is hindering dialogue," RIA Novosti quotes Sanakoyev.
