Will there be punishment for nonfulfillment of presidential decrees in Russia?

The deputy chairman of the Duma Committee for Security and Anti-Corruption, Dmitry Gorovtsov, reported today that at the beginning of the spring session of the State Duma a bill on administrative and criminal penalties for non-performance or failure of terms of decrees and orders of the President of Russia will be presented.

The bill had already been proposed and then rejected, with a recommendation to be improved. Gorovtsov already reported that he had corrected the text of the document in accordance with the observations of the main legal department of the Presidential Administration.
