Foreign Ministers Frank-Walter Steinmeier (Germany), Sergey Lavrov (Russia), Pavlo Klimkin (Ukraine) and Laurent Fabius (France) have started their Normandy-format talks in Berlin, TASS reports.
Steinmeier said that the situation in Ukraine was very tense and no final ceasefire had been seen. The humanitarian situation is a big concern too, according to the German chief diplomat. He added that the meeting in Berlin was another attempt to achieve progress and common grounds.
