The Russian government has prepared a plan for sustainable development of the economy and social stability in 2015. The final version of the document will be presented on January 27, taking into account Russian President Vladimir Putin’s recommendations. Minister for North Caucasus Affairs Lev Kuznetsov has described the role of the North Caucasus in the plan in an interview with Vestnik Kavkaza.
The minister called the Caucasus a granary of vegetables and fruits. He noted that development of industry was included in the anti-crisis plan. The priority is to activate and stimulate development of key sectors. Kuznetsov expressed confidence that the Caucasus would take part in the process. He reminded that Derbent was marking its 2000th anniversary. The minister pointed out the importance of history as a bridge between the past and present, to know how people communicated and coexisted.
The anti-crisis plan consists of 63 points (the original had 100 points). Most of the finances granted for the plan will be spent on activation of economic growth. 970.5 billion rubles will be spent according to the plan, 1 trillion more were granted in December for capitalization of banks using funds of the proficit budget of 2014. The government wants to provide assignations for support of regional budgets, it will grant 250 billion rubles for capitalization of banks, 300 billion rubles for Vnesheconombank for development of systemic enterprises, about 200 billion rubles as guarantees for investments projects 20 billion rubles for industrial enterprises involved in the import-displacement program, excluding defense enterprises.
One of the government’s ideas is to create a so-called “bank of bad debts” to collect problematic assets and debts of enterprises. The expenses of the bank have not been evaluated yet.
