Russia’s Federation Council Speaker Valentina Matviyenko has accused the PACE of encouraging bloodshed in Ukraine. She said that cooperating with the PACE was counterproductive and unacceptable due to discrimination, TASS reports.Concerning the refusal of the PACE to give Russia the right for vote, Matviyenko called the organization politicized and biased.
