The European Commission hopes that a decisive breakthrough is possible during the negotiations of the 'Normandy Quartet' on Ukraine, in Minsk, on February 11, European Commissioner for European Neighborhood and Expansion Policy Johannes Hahn said.
"A breakthrough is possible in talks on Wednesday. The negotiators on Ukraine understand that it's time to find a way out of the crisis," Tass cited him as saying.
The European Commissioner stressed that "the humanitarian situation in the Donbass is critical."
Moreover, Hahn said that on February 9 "telephone consultations with the Minister of Foreign Affairs of Ukraine Pavel Klimkin were held".
