EU High Representative for Foreign Affairs and Security Policy Federica Mogherini stated that Russia is a partner on many international issues.
She pointed out that she would not raise the issue of arms shipments to Ukraine at the European Council. "The question of arms deliveries to Ukraine is the decision of each individual state, not the EU," she said, adding that she would not raise this issue, "not because it could split the EU member states, but because such a decision is inappropriate and would not be a way out of the crisis."
