The EU High Representative for Foreign Affairs and Security Policy, Federica Mogherini, said that the European Union considers Russia to be "a neighbor of their neighbors.
"Talking about relations with Russia, Mogherini said the EU intends to develop relations with "neighbors of our neighbors" and that European neighborhood policy is not directed against them.
Along with that, Russia has land borders with five EU countries — Finland, Latvia, Lithuania, Estonia and Poland.
