Russian Deputy Foreign Minister Grigory Karasin attending the Normandy Four talks in Berlin said that Kiev was not complying with Minsk Agreements. He reminded that the socio-economic situation in the southeast of Ukraine was aggravating while the political process was going too slow, RIA Novosti reports.In Karasin’s words, other participants of the talks hailed Russia for its humanitarian aid deliveries to Ukraine. The International Committee of the Red Cross will assist.Karasin noted that the Normandy Four spoke out against deployment of peacekeepers in Ukraine. Such operation would require sanctions of the UNSC, he reminded. The Russian deputy minister concluded that the sides, except Ukraine, had agreed on intensifying efforts of the OSCE mission and the contact group.
