The Russian State Secretary and Deputy Foreign Minister, Grigory Karasin, said that the Minsk agreements clearly define the parameters of a settlement of the crisis in Ukraine.
Commenting on the attempts by Kiev to exclude a number of settlements from the list of areas that fall under the law on Donbass’ special status, he said "we [Russia - VK] continue to insist that Kiev fulfill the Minsk agreements of February 12. They clearly define the geographic parameters of the districts in the Donetsk and Luhansk regions that are covered in the law on Donbass’ special status. This is the essence of our position."
"Peacekeepers are an absolutely different subject, invented to divert attention from the clear and honest implementation of liabilities Kiev undertook under the Minsk agreements," TASS cited him as saying.
