The commander-in-chief of NATO forces in Europe, General Philip Breedlove, said that the West should consider all the tools to respond to the situation in Ukraine, but sending weapons or inaction may destabilize the situation.
According to the Commander, NATO has doubts about the implementation of the Minsk Agreement to resolve the situation in the Donbass.
"We have a number of NATO intelligence data provided by the general intelligence center of NATO. Looking from there - we see the removal of weapons, we do not know whether they are removed from the combat zones ... There is concern as to whether 'Minsk' is being implemented or not," Breedlove said.
