Finnish Foreign Minister Erkki Tuomioja said that deployment of NATO forces on the Russian-Finnish border was provoking Russia to respond. He reminded that the Finnish-Russian border was one of the most stable and peaceful in the world, NATO forces could have a negative effect, RIA Novosti reports.
The minister added that the NATO was not planning an attack.
