The Speaker of the Federation Council of Russia, Valentina Matviyenko, proposes free issuing of brochures on state system of Russia, the Young Citizen’s ABC Book, to all pupils aged 14, Interfax reports.Besides information on the state system, the book will explain the rights and obligations.Matviyenko noted that education and culture in Russia should remain state-financed. She ruled out their commercialization at parliamentary hearings on the strategy for development of Russian youth on Monday.The lawmaker emphasized that the strategy will be realized primarily using state finances, with support from public organizations.
