NATO does not perceive of Russia as its partner any longer, top NATO official Phillip Breedlove said.
"The forces in Europe over the last 20 years have been sized for a situation where we were looking at Russia as a partner. We have reduced the number of our troops by more than 75% since the period of the Cold War," RIA Novosti cited him as saying.
"What we see now is that Russia has demonstrated it is not a partner," Breedlove said.
