Christian Danielsson, the director general for Enlargement at the European Commission, said at a conference on civil society in Riga that Kiev was unprepared for a visa-free regime with the EU, TASS reports.
He noted that the position was determined by the criteria of the European Commission, not the crisis in Donbas.
