Management of part of Tsemes Bay in the Black Sea (near Novorossiysk) has been devolved to the Russian Defense Ministry after 20 years of detached exploitation, RIA Novosti reports.
The government disallows conduct of any work changing the natural water regime and pollution. The Russian federal purpose program on formation of a system for basing the Black Sea Fleet in 2005-2020 affects the construction of a base in Tsemes Bay.
