Presidential envoy to the North Caucasus Federal District Alexander Khloponin has declared his intention to eradicate clannishness in the administration, RIA Novosti reports.
According to Mr Khloponin, this problem is particularly critical for Karachaevo-Cherkessia, Kabardino-Balkaria and Dagestan. The reform is due to be started on the federal level. Khloponin declared that
qualification tests and staff reserves are to be introduced to fight corruption.
In the same address, MR Khloponin criticized the actions of Georgian President Saakashvili, who lifted the visa-regime for North Caucasus residents on October 11.
