NCFD to receive 8.5 billion rubles to cope unemployment

The federal budget of Russian Federation is planning to take measures in 2010, to increase employment in the North Caucasus Federal District (NCFD) by 13%, compared to 2009 by providing 8.5 billion rubles, presidents ambassadorin the region Alexander Khloponin said on Thursday on a meeting in Yessentuki, RIA Novosti reports.


According to the International Labor Organization’s concept, the level of unemployment in the North Caucasus estimates 20%, which is about 820 thousand people, he noted.


“In 2009 7.5 billion rubles were provided for the district, and in 2010 the federal budget will spend 8.5 billion rubles”, - he said.


At the same time, if financing of employment, aimed at overcoming the crisis, from the federal budget is reduced throughout Russia due to economic growth, the federal center increases financing of the North Caucasus.


The Deputy Minister of Health and Social Development of Russia Maxim Topilin noted that North Caucasus has a specially high population density and birth rate.


“The population density is eight times greater than average level in Russia, while birth rate is 17.1 per thousand people, compared to Russia’s 12.4.”, - he said.


“It is a paradox situation when, on the one hand, the Russian government is taking immense measures to increase the country’s population, and, on the other hand, the North Caucasus superiority leads to unemployment”, - the Deputy Minister said.


He believes that an effective system is necessary to solve this problem.
