According to Khloponin, the plan for realizing the NCFD development strategy will be ready within the month. The strategy contains precise figures. By 2025 there will be 400,000 additional workplaces, unemployment will drop from 16% to 5%, annual gross regional product growth will be 7.7% and the income of the regional budgets will rise fourfold.
In late November – early December the strategy will have a plan for its realization. This will be a list of steps and terms for each republic, with specific people responsible.
Khloponin said that the strategy offers unprecedented conditions for business and the economy in the North Caucasus. They are establishing a development bank with a charter capital of 500 million rubles. It will open in late December. Its documents and structure have undergone review by the Bank of Foreign Trade. Its head will be appointed in the
near future.
Another new structure to be opened is an investment fund which will specialize in infrastructure projects. 6.5 billion rubles of the fund will be spent on infrastructure. There are already projects worth 3.5 billion rubles. The government will provide guarantees worth 50 billion rubles. The guarantees have no support, which is a benefit. The guarantees do not require securities.
A special economic zone will be developed, called ‘Resorts of the North Caucasus’. 3 billion rubles will be spent on the zone, 10 billion next year and 15 billion in 2012. The finances will be spent on infrastructure, tourism and ski resorts. State investment worth 60 billion rubles will attract over 360 billion rubles of private
investments.
A territorial structure of the federal ministry in the North Caucasus will be established to control the finances. For the first time there is a deputy minister of regional development for the North Caucasus, based in the North Caucasus and given great powers. His job is to monitor the projects and purpose-planned programs, increase efficiency and coordinate the work of the federal structures.
A government commission is another structure being created for monitoring the implementation of decisions. The commission will be headed by Premier Vladimir Putin. The first meeting of the commission will be in late November or early December, Alexander Khloponin concluded.
