EU foreign policy left without funding

The financing of the Foreign Service of the European Union (EU), which is to starts its work on  December, 1  is on the verge of collapse after the representatives of EU countries and the European Parliament once again failed to agree on the expenditure side of the EU budget for 2011, RIA Novosti reports.

A way to creation of  the “foreign ministry” of the EU which was given in December 2009 by the Treaty of Lisbon on reforming the institutions of the EU authorities. The financing of the Foreign Service goes under a separate line in the EU budget.

If the leaders of the 27 EU countries due to gather for a summit in Brussels on December 16-17 cannot reach a compromise on the budget for 2011, EU finances will be conducted on a monthly basis according to the schedule of expenditure in 2010. The last time a similar situation occurred was in the 1980s.
