RIA Novosti reports that deputy minister for foreign affairs of the Russian Federation, Sergey Ryabkov, remarked that the main goal of all five countries of the Caspian region is to build up an international treaty framework concerning cooperation in the Caspian region.
The third summit of the heads of the Caspian region states (Azerbaijan, Iran, Kazakhstan, Russia and Turkmenistan) is taking place in Baku on the 18th of November. The problem of the legal status of the Caspian Sea appeared after the dissolution of the Soviet Union. It is still a current problem. The first summit of the Caspian region was held in Ashkhabad in 2002. It was then decided to hold a second meeting in Tehran in 2003. However, it was postponed several times.Only in October 2007 did Tehran hold the second summit.
