The Caspian summit will be an annual event, Russian president Dmitry Medvedev told the press after the meeting, RIA Novosti reports.
He also asked the leaders of the Caspian countries to pay attention to the resolution of regional problems.
Russia, Azerbaijan and Kazakhstan have signed bilateral agreements on delimitation of the Caspian Sea bed.
The Azerbaijani president noted that these countries are not rivals in the sphere of energy and proposed to "share its infrastructure for oil and gas transit."
A security agreement was signed as a result of the summit.
It was decided to prepare a 5-year moratotium agreement on the catching of sturgeon.
