NATO Summit opens in Lisbon
The heads of the 28 NATO member-states are meeting in Lisbon for the first plenary session of the summit, RIA Novosti reports.
There are two items on the agenda: the adoption of the bloc's strategic concept and reform of its command structure.
At a working dinner after the session they will discuss a regional missile defense plan and Russia's possible participation in NATO's European missile defense program. Russian President Dmitry Medvedev is expected to attend the summit.
Armenian President Serzh Sargsyan decided not to attend the NATO summit in Lisbon because a draft summit declaration has retained the previous generalized position on the resolution of conflicts in the South Caucasus.
