Russian president talks with citizens

Russian President Dmitry Medvedev expects the president's reception
offices due to open in 83 cities and regions to work efficiently and
fruitfully, RIA Novosti reports.


The project is realized via a video conference. Before the start of
the video conference the deputy head of the Kremlin"s administration
Alexander Beglov informed Medvedev about all the receptions offices
opening and terminals for electronic letters.


The Minister of Regional Development Victor Basargin and heads of
subjects were ordered to check the owner-less property until September
1, 2011.


The order was due to a request of a citizen of Yartsevo, Smolensk
Region, who complained about construction works near his house, which
damaged the electric cable because the local authorities lacked
technical documents about the local electric networks.

The president admitted that there are a lot of facilities in the
country that do not have an owner. The Governor of Smolensk Region
Sergey Antufyev commented on the situation saying that they ordered
owner-less networks to be handed over to Smolenskenergy. The president
agreed with the actions of the governor but ordered the authorities to
find the people responsible for the broken cable.


Dmitry Medvedev proposed administrative responsibility for violations
of the terms of considering people's complaints and proposals. He
urged the authorities to inform citizens about problems with
consideration of their complaints. Medvedev said that now citizens
will have an opportunity to address the president"s reception offices
with complaints.


The president said that electronic media and information technologies,
including the Internet, will be involved. There will be electronic
receptions in 48 Russian subjects. He spoke for improvement of
information transmission between the president's receptions and
regional centers.
