The president instructed the government to prepare proposals on penalizing officials for not performing their duties in a timely manner, RIA Novosti reports. Medvedev gave the government one month to prepare the proposals.
"It is necessary through legislation to place responsibility on officials for not performing their governmental duties on time, as well as not following the procedures laid out in the appropriate administrative regulations," the president said.
Medvedev called for more transparency in dialogue between the government and people. "The understanding that officials serve the people and not decide the people's destiny is the basis of a democratic state," he said. "Officials' activities should not discredit the government." Dmitry Medvedev proposed fining bribe-takers 100 times the amount of the bribe.
As a measure to support large families, the president proposed additional tax-waivers and the free allocation of land for housing construction.
In the sphere of foreign policy, Medvedev mentioned intensive cooperation with the EU and simplification of the visa regime with prospects for its abolition in the near future.
