Astana is hosting the first OCSE summit for 11 years. Kazakhstan chairs the OCSE in 2010.
The Kazakh leader, Nursultan Nazarbayev, said at the opening ceremony that the summit is the start of the formation of Euro-Asian and Euro-Atlantic community, and a united system of security.
Russian President Dmitry Medvedev said it is necessary to establish united principles of settlements of conflicts on the territory of the OCSE. Among such principles are the non-use of force and providing civil rights.
