Khloponin proposes mitigating standards of Russian Bank for Development for regional banks

Alexander Khloponin, the presidential envoy to the North Caucasus
Federal District, proposed the reconsideration of norms of the Russian
Bank for Development (RBD) towards regional banks, to ease their
access to the resources for support of small and medium business, RIA
Novosti
reports.


In July 2010, the Bank for Development and Foreign Economic Affairs
(BDFEA) started realization of the next step of the program for
support of small and medium business. The RBD (sister company of the
BDFEA) will refinance the regional banks using credits to small
business. Having gathered the credit pool, the RBD will receive
refinancing from the Central Bank.


Khloponin said that strict limits do not allow the limits to be
selected. He said that the mechanism needs to be reconsidered.


The Russian Bank for Development is a 100% sister company of the
BDFEA. Its main goals are refinancing subjects of small and medium
business working in production and innovative spheres, helping the
development of the real economy.
