The authorities in Azerbaijan are preparing a package of proposals to
authorize the municipalities to collect certain types of taxes from
legal bodies, the head of the center for municipalities of the
Ministry of Justice Mehdi Salimzade told Trend.
Salimzade believes that the initiative will improve the financial
opportunities of municipalities. He said that municipalities are
allowed to manage property and real estate, settle social-economic
problems.
Salimzade said that it is important to authorize municipalities in
spheres of communication and infrastructure. He also said that
municipalities are absolutely independent from the executive power.
But the official said that there are municipal heads that put
themselves in dependence.
He says that the problem is caused by poor knowledge or organization
and irresponsibility of some heads of municipalities. Some of them
lack higher education.
The Academy of Law is having courses for municipality members to solve
the problem. Approximately 2 000 of them had courses this year.
