The third congress of Dagestani peoples opened in Makhachkala and saw
a discussion of extremism and terrorism and final documents approved.
The head of Dagestan, Magomedsalam Magomedov, read out a report
entitled 'Dagestan for peace, consent and development'.
Magomedov said that Dagestan is having spiritual rebirth. But the
process is complicated by radical movements. He believes that the
congress will help cope with extremism, using economic, political,
legal, social and cultural instruments.
The republic head said that there will be a new holiday called the
Solidarity of Dagestani Peoples. The holiday will promote the
traditions and morale principles of the republic.
The authorized presidential envoy to the North Caucasian Federal
Republic (NCFD) Alexander Khloponin gave a report at the congress. He
talked about realization of the strategy and support of regions.
Khloponin sent regards from the Russian president, head of the Federal
Council and other officials.
The congress saw delegations from ethnic, cultural and religious
communities, structures and organizations of various regions and
cities of Dagestan.
A spokesman from Untsukul District Magomed Magomedov tried to analyse
the state of affairs in the district. He said that they are radical
people but the authorities and locals managed to solve the complicated
issues and stabilize the situation.

Nikolai Spirin talked about the revival of the Cossack movement,
employment of youth, cultural rebirth, traditions.
Deputy of the State Duma Gadzhimet Safarliyev and the head of the
Dagestani State University Utrazali Rabadanov pointed out the high
level of education. They discussed the price policy, unemployment,
state staff and others.
The delegates of the congress made approved the official declaration
for the Russian President Dmitry Medvedev, Dagestani citizens and
passed a resolution. The final documents reflect the interests of
people in the republic. It promotes unity of its peoples with the
peoples of Russia.
