The speaker of the Federation Council, Sergey Mironov, considers the establishment of an agency for ethnic affairs and development of youth policy law to be of major importance, RIA Novosti reports.
Concerning youth policy, Mironov said that the basic law should include guarantees for free education, jobs, entertainment and so on. However, today the state cannot provide young people with all this, he added.
Mironov also criticized the Federal Agency on youth affairs, as there is no success in its activity without a legal basis.
