Russian State Duma passes package of laws on single Investigation Committee

The Russian State Duma has passed a package of laws on establishment
of a single Investigation Committee. The laws will distribute the
functions of the prosecutor’s monitoring and preliminary
investigation. The Russian president’s decree will turn the Russian
Investigation Committee into an independent investigation structure,
ITAR-TASS reports.


The package determines the goals, principles and organization of the
committee’s work, its system, order of service, legal basis and the
material and social support of staff, as well as their financing and
material-technical support.


The Russian president will head the Investigation Committee. The
committee will have staff no younger than 25 years old. The staff have
a 5-year term of work. Members of the committee need 3 years of
experience. The authorities of the Investigation Committee are not
allowed to hold the position for more than 2 terms.


Execution of laws of the Investigation Committee is carried out by the
General Prosecutor of Russia and his subordinate prosecutors. The new
laws will come into force on January 15, 2010.
