The government of Stavropol Territory has passed a bill, providing
material aid worth 150,000 rubles from January 1st 2011 to families
that adopted children in 2010.
RIA Novosti reports that the bill came into force on January 1st 2010.
But the families can only claim aid after the child has lived with
them for at least 12 months.
In the last 2 years 8 orphanages were closed in Stavropol Territory.
The authorized presidential envoy to the North Caucasus Federal
District, Alexander Khloponin, has said he believes that material
motivation may harm children.
