At the meeting in Makhachkala Russian President Dmitry Medvedev listed five main tasks of the fight against terrorism in Russia's North Caucasus region, as reports RIA News.
"These measures include the strengthening of law enforcement agencies, the Interior Ministry, the Federal Security Service and the courts.” 

"We must deliver pinpointed, lightning strikes against terrorists, kill them and destroy their hideouts; we must help those who decided to leave the terrorists' ranks; we must develop the economy, education, culture; we must strengthen the moral and spiritual aspects," the president said.

The head of the state also mentioned that investigation of crimes connected with terrorism, should be improved in fields of inquest, judicial scrutiny and court. “In fact we can make serious changes if only they will be effective,”- President added.

He pointed out that “all the countries which wage a war on terrorism should deal with this question. Recent days I have received called from leaders of many countries which suffer from terrorism. It is called solidarity.” 

Medvedev also called press to use correct terms in the reports on terrorism and try not to offend people who live in North Caucasus.

“It is indispensable that everybody understands and uses correct expressions, and realizes that here in the North Caucasus live Russian people and not “natives of Caucasus region,” – claimed Russian president. “This is not a foreign province, this is our country,” – he added. “Except for criminals here live normal, honest people and they are majority. That is why we should use these terms with regard and not insult our people,” – pointed out the Head of the State.

Besides, Medvedev pointed out that it is of vital importance to keep in touch with Muslim religious leaders and strengthen their authority in the North Caucasus as part of war on terror. 

“Morality and spirituality are not just meaningless words,” – president said at the meeting in Makhachkala. He pointed out special influence of Muslim leaders in this region. “We should help them to bring the truth to people.”

President also added that the key point in this struggle is an overall solution of the problem, including improvement of social economic situation.” “Killing a person is a big sin in all religions, this is the key to cooperation with different people,” – believes President.

He also said that recently an order to reward for the valor those militiamen who were killed in Kizlyar has been signed. President also gave an order to take care of families who lost their relatives in that tragedy. Reports ITAR-TASS.
