Grozny is hosting a conference on use of the Internet to fight the ideology of terrorism . Lema Gudayev, Chechen Deputy Minister for Foreign Links, National Policy, Press and Information, Hojalmad Sultanovich Haledov, Chechen Minister for Education and Science, have made speeches on the topic. Lema Gudayev noted that Chechen authorities are systemically fighting Internet threats together with law-enforcers. Terrorist sites are being blocked but many still operate, he said.
The official stated in his report that efficiency of authorities in fighting terrorism threat in the Internet requires formation of education projects to prevent terrorism and extremism from spreading among youth.
Vestnik Kavkaza reported earlier that the conference was organized by the Moscow State Linguistic University with support of the presidential envoy to the North Caucasian Federal District, the Ministry for Communication, National Policy, Press and information of Chechnya and the Chechen Ministry of Education and Science.
The main problems discussed at the conference were terrorism threats from the Internet, role of bloggers in fighting terrorism ideology, control over social networks to prevent terrorism ideology, free access to the Internet.
Alexander Potapov, spokesman of the plenipotentiary presidential envoy to the North Caucasian Federal District, is to make a speech on interaction of the government and civil society to fight terrorism threats in the Internet.
Alexey Vlasov, Editor-in-Chief of Vestnik Kavkaza, read an opening report. He noted that the basic principles explaining the point of fighting terrorism ideology in Russia was set in the federal law for terrorism control and the president’s decree on measures against terrorism. Stress was put on the “ideology of violence”, allowing other institutions to concentrate on preventing terrorism.
The Internet is a source of information to fight terrorism, especially in terms of ideology. Social polls of the Moscow State University of Lomonosov say that 36.9% of people questioned believe internet to give the most reliable information on world events. Terrorists often use the Internet for agitation.
All state structures need to undergo informative-ideological operation in the net to form a negative attitude towards radical religious, extremist and terrorist statements, Alexey Vlasov concludes.
