Russian Prime Minister Vladimir Putin has offered to launch an internet discussion on establishing an institute dealing with ethnic development and cross-ethnic welfare. Putin wrote about it in an article published on Monday by the newspaper "Nezavisimaya Gazeta." Putin also proposed introducing stricter rules for the registration of migrants and sanctions for their violation, as well as to oblige workers to take exams in Russian and the basics of law.
Speaking at the Forum of the Peoples of South Russia in Kislovodsk on Monday, Putin noted that "unfortunately, little attention is paid to interethnic and interfaith relations."
