The State Duma passed a bill on Friday in its first reading on the
creation of Public Television in Russia, Interfax reports.
The document amends the law "On non-commercial organizations" and "On
the order of formation and use of endowment NGOs". The amendments
provide that the Public Television NGO will be entitled to declare a
public collection of funds for the formation of the endowment, while
the usual NGOs can raise money only as additional funds to already-existing capital.
