Dagestani voluntary street patrols to be unarmed

Dagestani Leader Magomedsalam Magomedov signed a decree, making all voluntary street patrols unarmed, head of the president’s office for territorial development and local autonomy Artur Israpilov said, RIA Novosti reports.

Six people and Sheikh Sayid Afandi Atsayev were killed by a suicide bomber at the sheikh’s house in Dagestan. Magomedov signed a decree recommending formation of voluntary patrols before October 15. Some media called them armed militia comparable with the ones formed during intervention of Basayev and Khattab in 1999.

Gasan Shugayev, Deputy Chief of the Center for Licensing of the Interior Ministry of Dagestan, said that the federal law does not allow formation of voluntary patrols.

Mustap Genjekhanov, head of the president’s legal management office, said that the patrols will be financed by the republican and local budgets and any other legal sources. There will be about 10 volunteers per 1000 people.

Dagestani volunteers will have no wages, unlike Tkachyov’s Cossacks, and will have compensations for injuries at best.
