Sergey Naryshkin: Migration and social policy should be coordinated

The discussion forum "Open Tribune" devoted to the problems of migration

and ethnic relations took place today in Moscow

Duma Speaker Sergey Naryshkin noted that migration policy should

be tightly connected to the Russian strategy in CIS space, so 

legal migrants should not be outcast and are eligible for social

services.

"Therefore migration and social services should be coordinated,

meaning first of all the institution of education and public health,"

he said.

According to his data, Russia is among the world leaders in the volume

of migration streams and takes first place among the CIS countries,

which says something about Russian economic potential. Two years ago 

patents for migrants appeared, there are numerous preferences for 

highly-skilled migrants. In addition, responsibility for the

illegal use of foreign labour was introduced.

"It brought results. According to the Federal Migration Service,

the number of legal migrants doubled. About 20% are

working illegally, although I think that the number is actually

higher," Naryshkin noted.

He stressed that migration policy influences security and moderates

inter-ethnic conflicts.
