The presidential representative in the North Caucasus Federal District
said today that the district has no information about 110 thousand
children except for their birth information.
"We checked the statistics in the republics. The first thing that
struck us was that there is no exact data and there are big
divergences. I will tell you a horrible number. We cannot find 110
thousand children. They were born, but did not go to school, there is
no information about them - there is no death certificate, did they
move out?" Interfax cites Khloponin.
"There are facts when the child is just registered so that his parents
can get financial aid," Khloponin gave the example of misusing a
"child soul". "At some point we turned orphanages into a
business. And many bureaucrats stick to the orphanages because
of the financial aid, because when the number of orphans decreases,
they will lose their job."
Khloponin said that the situation with orphans is better in Chechnya
and Dagestan.
